Subj: AUXILIARY UNIFORM MATTERS -007/08
1.
ALCOAST message 056/08 of February 6, 2008 announced results of
the recent Coast Guard Uniform Board 42 (UB42). Past National Commodore
Henry G. Pratt, III served as the Auxiliary representative to UB42.

Since the ALCOAST was issued, several questions have been asked
about certain Auxiliary uniform matters. Having worked with the
Coast Guard's Uniform Systems Manager (CG-1221A) and Auxiliary National
leadership, the following guidance addresses these matters for Auxiliarists:
a. Prior Military Service Insignia. One of UB42's determinations
was that Coast Guard personnel are not authorized to wear prior
military service insignia if not earned while in the Coast Guard
(i.e. - a prior service Army officer who now serves in the Coast
Guard cannot wear his/her combat infantry badge on Coast Guard uniforms).
This determination does not apply to Auxiliarists, therefore provisions
in the Auxiliary Manual regarding Auxiliarists' wear of prior military
service insignia other than Coast Guard still apply.
b.
ODUs.
(1)
Active duty personnel are authorized to use Velcro to fasten name
tapes and "U.S. Coast Guard" tapes over their right and
left breast pockets, respectively. This authorization is granted
because of the likelihood and frequency of their involvement in
direct law enforcement operations. It does not apply to Auxiliarists.
(2)
Active duty personnel are required to wear sew-on rank insignia
on their collars. Such a requirement could pose a considerable personal
funding impact on some Auxiliarists who frequently encounter situations
in which it is more appropriate to wear the Auxiliary membership
insignia rather than elected/appointed office insignia (i.e. - necessitating
multiple ODU tops that have Auxiliary office insignia and the Auxiliary
membership insignia sewn-on). This potential impact must be balanced
against the requirement to maintain a clean, professional uniform
appearance at all times. Accordingly, Auxiliarists who frequently
encounter situations in which it is more appropriate to wear the
Auxiliary membership insignia rather than elected/appointed office
insignia are authorized to use Velcro to fasten sew-on insignia
to the collar as an option to actually sewing them to the collar.
This authorization remains in effect through January 2009.
A final determination of permanency or revocation of this authorization
will be made in February 2009.
(3) Metal collar insignia are still authorized for Auxiliarists
until sew-on standards are developed (this is not expected until
the summer season, 2008). When sew-on standards are developed and
stocks produced, then metal collar insignia will no longer be authorized
for wear on Auxiliary ODU tops.
(4)
The sew-on Auxiliary coxswain insignia is still the only qualification
insignia authorized to be sewn on the ODU top (metal qualification
insignia are not authorized for wear). Sew-on standards for other
Auxiliary qualification insignia are being developed and will be
authorized for wear when stocks are produced. Sew-on insignia from
prior military service other than the Coast Guard are not authorized
to be worn on Auxiliary ODUs (or any other Auxiliary uniform).

The purpose of this list is to keep Auxiliarists as well as all
other interested parties abreast of current developments, policies,
manuals, etc. All information contained herein and linked is OFFICIAL
policy and information.

Mr. Alfred Verdi, Flotilla Commander (FC) of D11 Southern Auxiliary
Rgion Los Angeles, CA Flotilla 12-4, has been selected as the winner
of this years Como Charles S. Greanoff inspirational leadership
award. This award serves to recognize the most distinguished auxiliary
flotilla commander and parallels our existing inspirational leadership
awards for Officers, Chief Petty Officers (e-7), and civilians.

The newly designed Coast Guard internet homepage, www.uscg.mil,
will become the singular source of all relevant, important, and timely
Coast Guard information for all audiences. CG Central will continue
to be the source of information for internal only audiences as well.
Central changes to website include the following sections:
A. Featured photo: updated daily.
B. Breaking news: pertinent news stories and releases updated 24/7.
C. Press releases: both local and national will be updated continuously.
D. Multimedia: in addition to photos, graphics, audio, and podcasts,
multimedia incorporates CGVI videos, Pentagon channel, and CG video
channel.
E. Pentagon Channel: directs you to all coast guard stories featured
on the Pentagon Channel.
F. CG Video Channel: directs you to all Coast Guard video featured
on Youtube web page. This is for external audiences or home use.
Streaming video is not authorized on Coast Guard computers.
G. CG Journal Entry: informal, timely information on a broad range
of coast guard issues, topics, and initiatives.
H. CG Announcements: single source location for all coasts and all
internet releasable message traffic.
I. Unit Spotlight: stories highlighting CG units updated every other
month.

On Wednesday, February 27th, The Coast Guard Station Atlantic City
rescue helicopter was called upon by local authorities in Folcroft,
Delaware County, Pennsylvania to rescue two PECO workers who were
trapped atop of a malfunctioning crane while performing routine maintenance
work on local power lines. The rescue was reported in several local
newspapers
and local television stations in the Philadelphia area.

To the Men and Women of the Coast Guard:
This
afternoon, I will deliver my second State of the Coast Guard address
at the National Press Club here in Washington, DC. It will focus on
our future - the strategy, legislation, and budget we need to build
a 21st Century Coast Guard.
Since
becoming Commandant, I've traveled across the country and around the
world to meet with many of you personally. You asked questions and
shared what was on your minds. In turn, I made a commitment to you
that we would provide the equipment, support and training you need
do your jobs more efficiently and effectively. I pledged to continue
to recapitalize our aging fleet and command and control systems, and
we are seeing the results of those efforts right now, with CGC BERTHOLF
completing sea trials this week, and with the missionization of three
new HC-144 Ocean Sentry maritime patrol aircraft. We are well underway
in our reorganization of the force structure to make us more agile,
flexible and adaptable in an ever-changing environment.
I
asked you to be patient and embrace change, because it is an enduring
part of our lives in the Coast Guard. You heard me and stepped up
to the plate. We've made significant progress across all fronts to
modernize and transform the service over the past year and a half.
More importantly, we've stayed focused on mission execution, making
2007 another incredible year that will go down in the record books.
However,
we cannot rest on our reputation or remain fixated on our wake. Now
is the time to build a 21st Century Coast Guard, one that will be
responsive to the environment as it evolves around us. As a unique
instrument of national security, we will work closer than ever with
the U.S. Navy and Marine Corps to put our cooperative maritime strategy
in action. As America's lifesavers and guardians, we will enhance
our marine safety program, develop our intelligence and maritime domain
awareness, and take action to restore our polar icebreaking fleet,
as we prepare to operate in an open Arctic. We also need to grow the
Coast Guard. We cannot continue to meet the ever growing needs and
higher expectations of our citizens with a workforce that is essentially
no bigger than it was 50 years ago. That is why I will fight for every
penny of the President's FY09 $9.3 billion budget request. It is a
down payment on the future of America's Coast Guard.
As
much as I have talked about change, some things never change, like
our Guardian Ethos. Each of you has been integral to our success this
year and the milestones we reached, such as the removal of a record-breaking
350,000 pounds of cocaine at sea, and our celebration of a million
lives saved since 1790. Never before has this Nation relied so heavily
on our oceans and waterways for the safety, security and prosperity
of all Americans. And never before has this Nation relied so much
on its Coast Guard to protect the environment and our keep our communities
safe and secure. We will answer that call.
